NFLPA vetoes third qb rule

They’re the union. Their job is to encourage the league to pay MORE of their members, not less. And furthermore teams since possibly the draft have all been roster building with the premise that they could pull a third qb from their ps to dress as the emergency whenever they wanted.

Sam Hartman was signed as a result of this rule as were other UDFAs. Stetson Bennett, probably the same. Teams planned for a rule that just went poof.

The unions whole argument is that teams are ripping off players by having them revert back to the ps. Ok, well when a vet is elevated he’s making 60k a game vs 18 on ps. How is that not a win win for everyone?

As far as this impacts the Seahawks, this rule reversion hopefully doesn’t incentivize them to revert to how they handled qb3 last year if or when we lose pj to waivers or to poaching. If pj goes, the choices would be to snag Peterman/McSorley/Rypien or the most exciting udfa, which is Tanner Mordecai. He threw that deep ball accurately on that Hail Mary; if he was throwing to 1s it’d likely be a td.

Actually, that might be worth cutting ties with Walker now in favor of Mordecai, given that McSorley looked better than the former.

Players weren't accredited for being QB3 or the 49th player on active rosters in 2023. Technically they were listed as being inactive despite being dressed to play on the sideline. Whilst the article says a player elevated to the game day roster gets 1/18th of minimum wage those PS QBs weren't actually going to get that money. They were only going to get it if they actually played. It wasn't win-win. For clarity if they were going to be paid for being an unused emergency option teams wouldn't nominate a 3rd QB as per the regulation. It makes sense for a team with only 2 QBs on the active roster to have a 3rd QB on the PS at $18K per week. It doesn't make sense to pay that $18K per week QB3 $60K, (additional $42K), per week to be an additional unused player on game days. No team is going to waste an additional $714K per year of their annual cap allocation to cover for a circumstance that has only occurred a few times in NFL history.

Every other player pulled from practice squad gets a game check even if they end up inactive. You can only elevate them three times at 60k a game after which you have to promote them permanently or release them. DiNucci talked about how he was grateful to Payton for Payton’s having elevated him three times in 2023 so that he could earn a game check. He was inactive all of those times.

The Rams were in a perfect position to use the 3rd string ps rule by putting Bennett on ps upon JimmyG’s return, elevating him maybe six times a year when either qb1 or qb2 has some sort of borderline injury situation or just to give him a game with the headset.

Anyone on the active roster gets a game check - regardless. Last year every QB suited up on game day had to be on the active roster. This year the plan was to include PS QBs who wouldn't have gotten game checks. For the Rams Winn would have been the PS QB3 for the 1st 2 games and he was expected to be replaced by Bennett on the PS once Garoppolo was re-instated. The Rams would not have been planning to pay the PS QB3 an extra $700K+ for 2024 to be an emergency QB.

However, if teams were being pressured by the NFL to include a QB3 when teams would choose not to pay to have them active on game day the Rams would effectively be increasing their 53-man roster to 54 by including those QBs. The proposed emergency QB rule was a disincentive for teams to keep a veteran QB like Walker on the Week 1 active roster.

When you say “the active roster” you’re talking about the 53, correct? Because DiNucci dressed three times for the Broncs, earning a full game check for each time even though he was not activated. And Tbf, I haven’t heard of any practice squad player who hasn’t gotten their full game check even if they were among the seven ruled inactive on game day.

The reversion of the rule is designed to pressure teams like the rams to potentially waste a 53 man spot on Bennett. Literally only Trey Lance is worse. But because both you and Dallas have a recent fourth round invested, you’ll probably do it.

Last season you had to be on the 53-man active roster to be the emergency QB3. Everyone on the 53-man active roster gets a full game day pay check, (not just the 48-man game day roster). Those on the PS didn't get game day pay checks. They still won't, and nor should they. If teams can add their PS QB to the game day roster free of charge then of course they'll do it. If it's going to cost $42K per game they won't, unless they need to or are forced by the NFL to do so. There will also be questions as to whether a QB who is on the PS all season but serves as the emergency QB 6 or more times gains a year of NFL service and pension benefits and do they also lose a year of PS eligibility.

Allowing increased levels of PS promotion to the active roster without having to cut or IR a current active roster player is generally a good thing, assuming that promoted player is actually going to play. Paying more to players who don't play isn't a good thing.

Like I said, DiNucci made a big deal over his elevations in Denver because for those weeks he was elevated, he too received game checks of 1/17 what the rookie minimum was. This was one of those times. https://www.msn.com/en-us/sports/nf...vating-wr-brandon-johnson-from-ir/ar-AA1kU9mC. DiNucci did not actually appear in the game having been declared inactive 90 minutes beforehand. Because he was an elevation, he COULD NOT serve as a “free” emergency qb. He would have had to take one of the 46 gameday spots, in which case he wouldn’t be under emergency qb restrictions.

Those ps who get elevated have always received their game checks as described here. https://www.prideofdetroit.com/2021/9/1/22651350/2021-nfl-practice-squad-rules-deadline-eligibility

The biggie for the Rams is that they would have been able to elevate Stetson when they felt it was worth the developmental experience rather than commit to paying him three times as much to take up an active 53 man roster spot.

The Chronicle is predicting that the 9ers will give their third rostered qb spot to Tanner Mordecai. See Eric Branch’s take below.

Analysis: This is either a grizzled beat writer’s brilliant gut feeling, or the lingering effects of gorging on the poke nachos in the Las Vegas press box Friday night. Mordecai, the cannon-armed undrafted rookie, has made impressive throws in practices and preseason games and has received a healthy number of training-camp snaps for a fourth-stringer. He was championed by QBs coach Brian Griese before the draft and Griese, of course, did the same for Purdy in 2022, when the 49ers surprised by releasing Nate Sudfeld because they were quietly excited about pick No. 262. This is not to suggest Mordecai is Purdy 2.0, but his 49ers pedigree along with his skill set could prompt a team to take a low-risk shot if the 49ers subject him to waivers, preventing them from stashing Mordecai on the practice squad. It’s true that Shanahan has maintained the backup QB battle has been neck-and-neck between Dobbs and Allen. But it doesn’t take a grizzled beat writer to understand that NFL head coaches can be disseminators of fake news.

I had hoped that if/when we lost pj, we would pick up this kid for the ps. But with the reverted rule plus us never rostering three, the best we can do is a vet replacement/coach type like Brandon Allen, who Branch thinks will be out. He’s almost a coach/player, just as Mannion was.

So including ps the Niners are keeping four qbs

As we have released pj, we don’t have to bring him back to ps. Rypien, Peterman and McSorley among others are now available.

I’ve said since the draft that I’d rather actuallly develop a rookie like Tanner Mordecai. I don’t know exactly what the process would be in luring him away from sf, but we should throw out hat in the ring for him to come to our ps.

It’s not just him that needs the development. Our whole brand new coaching staff needs that experience before they do it for real to replace Geno and Howell. Plus neither qb has ever had the experience of mentoring a rookie, whereas Brock has been doing that with Mordecai since otas. You often learn more about yourself when mentoring someone else.

The fact that Eric Branch of the Chronicle is predicting Mordecai to their practice squad is ingenious and frightening. First, the Niners have not fielded three quarterbacks plus a ps one in their recent history. Second, Branch isn’t sloppy for clickbait like Grant Cohn. Their plan is to have Brandon Allen get coaching experience by mentoring Mordecai. Like Mannion, Allen likely will be coaching next year, probably for the 49ers.

https://www.nfl.com/news/nflpa-vetoes-emergency-third-qb-rule-change

"The rule reverts to the 2023 parameters, which state that an emergency third QB must be on the 53-man roster or as one of two standard elevations per week. An elevated QB would have to be active for the game rather than in the emergency role. A player can be activated three times per season."

The game day roster for 2023 was 48, not 46. If a team had 3 QBs on the active roster, (as opposed to being 1 of up to 2 temporary PS elevations), then that team could use 1 of those QBs as a 49th player on the game day roster in an emergency role. All players on the active roster, including elevations were, are, and will be paid game day checks.

Teams didn't use the 2 PS promotion regulations to add QBs in 2023 because those QBs would have to be used as QB2 on game day. They won't use them this year either for the same reason. If teams were able to elevate QBs for the QB3 role in 2024 they still wouldn't normally do it because of cost vs reward. It would only have been used where teams had a QB1 or QB2 carrying an injury. Teams will only promote PS QBs for QB3 duties if it can be done cheaply, (maybe a retainer of $5K if they aren't used and full game day minimum wage if they are). The proposed 2024 regulations were an improvement but they were still flawed - satisfying neither teams nor the NFLPA.

When Garoppolo returns from suspension the Rams will likely remove another QB from their active roster, (currently Bennett, but this isn't set in stone), and add him, or his replacement, to the PS. The Rams would NOT have been planning to promote Bennett from the PS to the active roster as an emergency game day QB3 beginning Week 3. I still think the Rams will add Zappe, Walker, or someone else to the PS with a view to that player replacing Bennett by Week 3.

Your ok and on another mission!

PS guys who are elevated get their game check no matter what. The revised rule would just have let qbs cash up to 17 game checks, or 10, or 5. A qb like Bennett would have benefited a lot from the now rejected rule.

With the rams in a plausible playoff window, I’d go out and get Zappe personally.

We know this. No-one is arguing with you on this.
This is wrong. Teams didn't promote PS QBs last season unless they had a QB injury concern. They won't do so this season either. They still wouldn't have promoted them with the proposed 'better' 2024 regulations that the NFLPA blocked. It's too expensive for the benefit it provides.

Half the league will want Zappe as a PS QB3. Very few teams will want him as an active roster QB3. If he's smart he'll pick a team that won't prevent him leaving for a QB2 vacancy.

Then what of DiNuccis 2023 elevations? The article I posted specifically said neither Russ nor Aiden o Connell was even injured when they promoted DiNucci, and Florio’s article makes clear that the two ps elevations allowed for each week are game checks. Even if the player is ruled inactive 90 minutes before, he still had to show up to the game. It still is work. The union demands that they get paid just as any rostered but inactive player would be.

Zappe is likely poached at some point if he’s on ps. If I’m the rams, f it, I put Bennett on the ps instead and develop a plan for him with the goal being to develop him into a Jake Hayner or Clayton Tune or Tanner McKee—all mid rounders like him. I mean, what’s the alternative other than more end of life backups like Wolfird, Perkins and Mannion?
